About PGIP
The Penang Green Industry Programme (PGIP) is Penang’s strategic initiative to accelerate environmental transformation across manufacturing industries. Through ESG adoption, digital capability upgrading, sustainable manufacturing practices, and a strong network of partners, PGIP supports Penang’s transition toward a Green Manufacturing Hub.

Industry Platform & Network Establishment
We build platforms that connect Penang’s industrial ecosystem through annual networking GALA, active LinkedIn engagement, industry roundtables, and a growing digital resource hub. We strengthen collaboration, visibility, and thought leadership across MNCs, SMEs, government, and technical partners.
Green Manufacturing Hub (GMH) Policy & Technical Research
We develop Penang’s Green Manufacturing Hub framework by conducting policy research, technical benchmarking, and feasibility studies. We align stakeholders across government, MNCs, and SMEs to shape Penang’s long-term pathway toward becoming a competitive, sustainable, and innovation-driven manufacturing hub. Pilot planning and small-scale implementation will begin in 2027.
Capacity Building & Stakeholder Engagement
We strengthen industry capacity through ESG training, COSIRI readiness, hands-on advisory, and talent upskilling in sustainability and digital manufacturing.
Alongside technical capability-building, we are also exploring collaborations with financial institutions to support MTCs & SMEs in accessing suitable funding mechanisms for their green transition. This includes early-stage discussions on financing pathways that can help businesses implement resource-efficient and sustainability-driven improvements.
Partnerships & Pilot Programme
We facilitate MNC–SME supply chain partnerships and co-develop pilot projects focusing on energy, water, waste, circularity, and sustainable technologies. Through joint initiatives and solution introductions, we help industries accelerate capability upgrading and adopt greener, more efficient practices.
