Josephine has been serving as the General Manager of the Penang Green Council since April 2019. Prior to this, she was the Special Officer overseeing environmental affairs under the Penang State Government for seven years. She graduated from Universiti Tunku Abdul Rahman and holds a Certificate of Proficiency in Food Waste Prevention.
With over a decade of experience in environmental policy, education, and international engagement, Ms. Tan also leads the Circular Economy Club Penang Chapter and sits on several advisory boards including Universiti Sains Malaysia’s Sustainability Council.
Under her leadership, PGC has launched impactful initiatives such as the Penang Green Agenda, ESG-focused conferences, and regional dialogues on circular economy and climate action. Her vision is to position PGC as a key environmental education and policy hub, driving innovation, community engagement, and sustainable development for Penang and beyond.

Since joining the Penang Green Council (PGC) in 2014 as a Senior Officer in Community Outreach, Huey Ching has been dedicated to promoting environmental sustainability and education. Prior to joining PGC, she served as a researcher at the National Hydraulic Research Institute of Malaysia (NAHRIM), focusing on water quality and environmental impact studies.
Currently serving as the Assistant General Manager at PGC, Huey Ching oversees all programs and projects from planning to execution. She ensures that the team delivers projects on time and within budget, maintaining high efficiency and effectiveness.
Huey Ching is passionate about the environment and education, combining both interests to raise awareness through storytelling. Her dedication to these topics is evident in her work, where she strives to inspire and educate the community about sustainable practices and environmental stewardship.
Huey Ching pursued her tertiary education at the University Putra Malaysia, earning a BSc (Hons) in Biotechnology. She has been an HRDC Certified Trainer since 2017 and completed a course on Project Management authorised by Google, enhancing her skills in managing complex projects.

Dr. Ng Shin Wei is currently the Project Manager for Think Tank and Project Development (TTPD) at PGC. She joined PGC in 2018, previously serving as a Senior Policy Advisor. Dr. Ng is responsible for running the Penang Green Agenda 2030 Programme, which involves promoting and implementing the recommendations of the 10 Working Groups of PGA 2030. Born in Kedah, she holds an LLB from the University of Leeds, an LLM from University College London, a Legal Practice Course from Oxford Institute of Legal Practice, and a PhD from University College London. Her passions include spending time with family, reading, exercising, and music.

Assif joined PGC as a Senior Officer in August 2024. Originally from Johor Bahru, he holds a PhD from Universiti Teknologi Malaysia, where his research focused on time series forecasting in environmental science. He also holds both a Bachelor's and a Master's degree in Statistics from Universiti Sains Malaysia. He leads the Penang Green Data programme and the Penang Carbon Inventory Framework for Transport. With his extensive experience in data analysis and statistical modelling, he actively explores data-driven solutions for sustainability, while also maintaining a keen interest in art and media programmes.

Since joining the Penang Green Council (PGC) in 2015 as a Communication Executive, she has risen to the position of Senior Officer, overseeing key areas such as Renewable Energy (RE), Energy Efficiency (EE), and Green Hotel & Building. She plays a pivotal role in formulating the Penang Energy Framework, a framework launched by the Penang State Government in 2024 to promote uptake of Clean Energy and Energy Efficiency in Penang.
Renuka holds a Bachelor’s degree in Environmental Technology and Master of Science from Universiti Sains Malaysia. As a certified HRDF trainer, she is committed to fostering knowledge and awareness in environmental stewardship, frequently delivering talks on environmental sustainability.
Beyond her professional endeavors, Renu enjoys a peaceful time relaxing with family and her dog, reading books and yoga.

Shi Qi joined Penang Green Council in March 2025 as an Officer in the Think Tank division. She drives the Green Manufacturing Hub Research under the Green Industry Programme (PGIP), focusing on ESG capacity-building for SMEs, strategic research, and stakeholder engagement. With a background in nonprofit consulting and business regulation advisory, she brings experience in project management, sustainability, and impact-driven strategy. She works closely with industry and government partners to drive Penang’s transition toward a more sustainable and inclusive industrial landscape.
Born in Penang, she holds a Bachelor of Science with Honours in Industrial Biology from Universiti Tecnology Malaysia (UTM). Meanwhile, she is also a Certified NLP Practitioner and Impact Coach, with a strong interest in coaching, leadership development, and strategic empowerment. Passionate about sustainable development, she is committed to bridging public, private, and community efforts to drive long-term impact.

Wong Carmen is the Senior Officer for Business Development at PGC, joining in 2014 initially as an Executive (Program and Project) before moving to her previous role as Senior Officer (MarComm). Her responsibilities include identifying potential partners, nurturing long-term collaborations, pursuing revenue diversification, and promoting PGC's programs and services to viable stakeholders. Born in Penang, Carmen completed her secondary education at Convent Light Street and pursued tertiary education at Lincoln University in Christchurch, NZ. Passionate about sustainability, she explores ways to incorporate sustainable practices into daily lives and encourages businesses to balance environmental considerations with financial gains for a better future.

Siti Najihah Binti Che Saad joined PGC in 2014 as a Project and Program Executive. She later held roles as Project and Program Officer (2017-2019) and Senior Officer in Project Planning & Development (2019-2023).
Currently, she serves as the Head of Division of the Environmental Education & Outreach Division, where she oversees various environmental education projects, community outreach programs, and stakeholder engagement initiatives. Jiha also assists the Penang State Government with various environmental campaigns and policies, including the No Plastic Bag Campaign and Waste Segregation at Source Policy. She has represented Penang at several international forums and coordinated notable projects like the SEAcircular Project.
Jiha was born in Nibong Tebal, Penang. She completed her secondary education at SMK Sultan Badlishah, Kedah, and holds a Bachelor’s Degree in Environmental Science and Technology from UPM. She is also a Certified Trainer by HRDF Malaysia.
Her personal interests in teaching and nature further underscore her commitment to creating a better environment. She strongly believes that every child has an incredible influence over each other and also their parents. It is our responsibility to become their role model in embodying sustainability value through each pivotal stage of development especially in their early childhood.

Farah Hanim Mohd Sharif is an Environmental Education Officer who joined PGC in April 2023. In her previous role, she conducted research on various environmental issues, collected and analyzed data, and assisted in developing solutions to mitigate environmental problems.
Currently, she is responsible for designing and implementing educational programs focused on environmental awareness and sustainability. She manages all aspects of school-based projects and programs, including promoting eco-friendly practices, evaluating progress, and empowering schools to showcase their green initiatives. Additionally, she plays a key role in planning, organizing, and executing environmental programs like the Youth Summit- SouthEast Asia 2024 and engages in spreading awareness through Eco Talks to help the community and schools adopt eco-friendly practices towards achieving SDGs goals.
Born in Parit Buntar, Perak, Farah pursued secondary education in Accounting at SMK Panglima Bukit Gantang and holds a Bachelor of Environmental Management from University Putra Malaysia. Passionate about community engagement, especially with children, she has been involved in community work since her university days. Farah believes in inspiring communities to embrace environmental sustainability through small, impactful actions and is dedicated to fostering a deep appreciation and understanding of environmental issues from an early age. Through her work, she aims to empower individuals, particularly children, to be proactive in protecting the environment and instill a sense of responsibility and care for the planet.

Muhammad Nazirul Mubin bin Abd Halim Shah

Muhammad Nazirul Mubin Bin Abd Halim Shah, an Environmental Education Officer at Penang Green Council (PGC) since 2023, is a dedicated conservationist with a background as an aquarist. Mubin oversees the Environmental Education and Outreach Division’s initiatives, including Green Camp, Green Map, and the Zero Waste Network Initiative. Hailing from Kuantan, he holds a Master’s Degree in Marine Science from Universiti Malaysia Terengganu, specializing in heavy metal studies in estuaries. Mubin's passion for environmental protection drives his mission to raise awareness through education. He believes in collective action to effect positive change. Outside of work, he enjoys movies, karaoke, and video games, and is known for his proactive problem-solving skills and willingness to help.

In March 2012, Asha joined PGC as an Admin & Accounts Assistant. Over the years, she advanced to her current role as the Senior Officer, overseeing the Marketing & Communication Division. Asha’s responsibilities include working with the team in ensuring timely and budget-compliant project delivery, all while maintaining high standards of efficiency and effectiveness.
Born and raised on Penang Island, Asha completed her secondary education at SMK Bukit Jambul. She then pursued higher education at the University of Greenwich, UK, where she earned a BA (Hons) in Accounting and Finance. Additionally, she holds an Advanced Certificate in Malaysian Sign Language from YMCA, Penang.
Her passions lie in environmental education and sign language. She is dedicated to promoting sustainability and increasing awareness about environmental issues. Equally, she is committed to advocating for and supporting the deaf and hard-of-hearing community through her knowledge and use of sign language. As Asha often quotes, “The environment is where we all meet; where all have a mutual interest; it is the one thing all of us share” – Lady Bird Johnson. Her commitment to this shared space drives her efforts in both environmental education and community advocacy.

Atiqah Dalbadalsa, a dedicated member of PGC since 2018, currently serves as an Officer in the Marketing and Communication division. As the content manager for PGC’s official website, she is responsible for creating, editing, and managing content to ensure it aligns with the brand and meets user needs. Her role also encompasses social media management, public relations, and stakeholder engagement.
A proud Penangite, Atiqah holds a Bachelor of Arts (Hons) in English for Professionals from Universiti Sains Malaysia. Atiqah believes that everyone has something to give back to Mother Nature. She champions the idea that small acts of love for our Earth can significantly impact our future. Outside of work, she enjoys listening to podcasts to broaden her perspectives on various topics.

Ooi Yong You joined the PGC in April 2025 as an Officer in the Communication & Marketing Division, bringing with her valuable experience in administrative and personal assistant roles.
In her current role, she develops and manages content across various platforms, supporting campaigns, publications, and event materials. She also assists in public engagement initiatives and helps coordinate projects to ensure they are effectively communicated and smoothly executed.
A proud Penangite, Yong You holds a Bachelor’s Degree in Applied Biology, majoring in Agrobiology, from Universiti Sains Malaysia. Her academic foundation in sustainable farming and pest management deepens her commitment to environmental sustainability.
Outside of work, she enjoys casual cycling, making homemade kimchi, and spending time with her 14-year-old dog. Inspired by E.O. Wilson’s Half-Earth concept, she believes in conserving half the planet for nature to safeguard biodiversity and ensure a harmonious future for all.

Over the years, she advanced within the company, eventually becoming the HR Senior Officer within the HR and Finance division. In this role, she oversees various HR functions and financial responsibilities, striving to maximize resource efficiency and create a greener, more conducive office environment.
Born in Negeri Sembilan and raised in Pulau Pinang, Fazlina holds a Diploma in Information Technology (Programming) from Politeknik Balik Pulau. Embracing life's simple joys, she finds solace in novels, excitement in hunting for foods, and thrill in live football matches in the stadium. As an enthusiast of movies, music, and travel, she brings a diverse perspective to her role at PGC.
