Carbon Inventory Framework
This framework is build to calculate and report on the carbon emission produce in Penang based on Global Protocol for Community-Scale Greenhouse Gases (GPC) which offers a clear and robust framework build on existing methodologies for calculation and reporting city-wide Greenhouse Gases (GHG) emissions.
Aim
To come out with a baseline of carbon emission in Penang based on sectoral contribution and provide the information needed in monitoring and reducing our carbon emission and also solidify the aims of Penang to be the greenest state in Malaysia.
Framework
Setting up and developing the boundary for the inventory which will include 6 main sectors such as:

- Stationary energy
- Transportation
- Waste
- Industrial process and product use (IPPU)
- Agriculture, forestry and other land use (AFOLU)
Provide overarching and sector-specific accounting and reporting guidance in sourcing the data and calculating the emissions. The calculation method and equation are standardized. Advanced analysis, projection and spatial visualization will be done at this stage.
Utilizing the output to set up mitigation goals and track performance over time. In the case of Penang, the first-year output will be used as the baseline for the state.
